Construction industry is one of China’s five major material productiondepartments, and also is the pillar industries of revitalizing the national economy. Inrecent years, the construction industry has a good momentum of development, butcompared with developed countries, China’s construction market development is notyet mature, especially in the area of credit construction of the construction market, themain reason is the consciousness of credit and performance of the Construction marketmain body is very weak, the relevant laws and regulations lag behind the developmentof construction industry. The behaviors of breaching promises in construction marketnot only damage the corporate image, affect the market order, but also bring bigger riskto the development of building enterprise and industryAs the youngest municipality directly under the central government of China,Chongqing has the rapid development in the tide of the western development andurbanization construction. Similar to China’s construction market environment, theproblem of construction market credit is hampering the development of Chongqing;The main manifestation mode of the behaviors of breaching promises in constructionmarket is the market entity. As an important role in the construction market entity,project managers is the direct producer of construction products, in addition, he canlink all the construction market entities together. Therefore, improve the creditmanagement of project manager is very important to credit system of constructionmarket.Based on the above background and purpose and under the objective environmentof lacking information data and professional credit standards of project manager, thisarticle draw the following conclusions by reading a large number of documentreference and expert advice:（1）It is necessary to establish a set of professional creditevaluation system for regulating the practice of project manager, improve the creditlevel of the project manager, and to promote the construction of overall constructionmarket credit system.(2) the professional credit evaluation system should be full andaccurate as the evaluation criteria of project manager professional credit, so evaluationindexes which it contains should be able to reflect the credit behavior of the wholepractice process, evaluation methods selected should be reasonable and applicable. This article determines31evaluation indicators from four aspects, and establishes theprofessional credit evaluation model of construction enterprise project manager usingthe only reference comparison judgment method and fuzzy comprehensive evaluationmethod.（3）In the case analysis, selecting a project manager in COCPC as object, andverify the effectiveness and operability of the credit evaluation model.
