On The Compensable Use Of Shoreline Resources In Zhoushan

Shoreline resources of port have the characteristics of the scarcity, gradually reduce in the increasing sprawl of utilization and even will be exhausted. They are essential for port cities, and crucial factors to make port cities outstanding in the fierce competition. However, during the process of its development and utilization, most of the users regard them as free resources and many issues such as waste, the use of low efficiency and so on arise. Zhou Shan as an island is rich in shoreline resources, especially in deep coast resources. This provides reliable guarantee for realizing great-leap-forward development. Zhejiang Marine Economy Development Demonstrative Region is listed into national strategies on the eve of two Conferences (the National People's Congress and the Chinese Political Consultative Conference) in 2011.Zhoushan Islands as a new zone in China has formed. Construction of National Comprehensive Marine Development and Test Region escorts national marine economic takeoff. Zhou Shan is famous as the city of thousands of islands, now facing challenges that are unparalleled in history. Without this special shoreline resource superiority,"large–scale development, opening up more areas ,great leap outward, sizeable development"in Zhou Shan is just in our mind. Therefore, at this historical moment it is of epochal significance to discuss the compensation of shoreline resources in Zhou Shan and its effective and sustainable development.In an informal way, the shoreline is division of the water and land area. It creates immense wealth for people. Its value exists in the comprehensive results of water and land area. Taking the feasibility and essentiality of the compensation for shoreline resources in Zhou Shan as the breakthrough point, this paper analyzes profoundly the significance of shoreline resources compensation on the base of shoreline resources theory study and shoreline compensation practical examples in our country. On the foundation of theory researching in compensation of shoreline resources ,it introduces the shoreline resources in Zhou Shan and its overall development and summarizes the main problems. The paper subsequently defines the concept of shoreline prices,standard shoreline prices and sample shoreline prices used in empirical tests. It also sets basic principles of shoreline value assessments and assumptions of related field of vision, discusses the methods of shoreline value and homogenization shoreline assessment, and makes the adjustments combining with shoreline market prices, then produces the homogenization standard shoreline value, and computes shoreline value with different grades. At last, combining the analysis above ,it proposes the countermeasure of imposing shoreline tax ,intensifying shoreline development plan, speeding the shoreline market construction and encouraging property right management of shoreline. Besides, the paper gives suggestions for future research based on the current situation in Zhou Shan.Taking Zhou Shan as an example, the paper applies value assessment methods based on theoretical study and application study, and quantifies the concrete value of shoreline resources. It is not only of positive guidance significance to rational development and utilization, but also contributes to the theory system of the compensation of shoreline resources.
