Based on this, through the domestic and foreign success case's analysis, proposes the Jiaozhou Bay shore water district urban construction's idea. Afterward, from the planning and design and management mechanisms, explores the Qingdao Jiaozhou Bay shore water district urban construction strategy comprehensively, including functional localization, ecological environmental protection, style construction and transportation structural adjustment and so on. According to the above, explores financing and the development timing and other implementation issues in order to ensure the smooth implementation of planning and design intent.Through the research, has located positioning of parts of segment features accurately, and made the adjustment strategy of the urban fabric. Take Jiaozhou Bay as the core, actively enhance radiation driving ability of the downtown area, promote the link between urban organizing groups to collaboration in Jiaozhou Bay, science-led expansion of urban space and promote regional infrastructure network and integrated development of urban space, realizes the spatial structure axial development, the circle level emission, the ecology interaction internationalization, the ecotype, the garden-like link bay city cohort. At the same time, research to improve the ecological environment in Jiaozhou Bay, for example, optimizing the function of enhancing the quality of the old town, constructing and developing of new urban areas, promoting the relocation of the old town enterprises, speeding up the pace of urban redevelopment,,protecting valuable industrial heritage, improving the public service package facilities and the residents quality of life, narrowing the North-South gap, and promoting balanced development of urban co-ordination.
