Under the circumstance of electricity market restructuring, grid corporations are held responsible for their own profits and losses, so they become more and more prudent in making investments. And the post evaluation of electricity transmission project has played an important role in grid corporation management, and also proves to be the basis of appraising the project decision-making, construction and management standard. Meanwhile, as the transmission project is characterized by multiple target, externality and other features, the post evaluation of transmission project becomes increasingly complicated. Transmission network is of great significance in physical function, social function and market function, consisting of a multitude of transmission projects. Therefore, conducting post evaluation for transmission project, can not only contribute to the development of grid corporation and construction, but also is closely concerned with the national and regional economy growth and stability.This paper systematically summarize the basic principles of transmission project post evaluation, main distinctions with pre-evaluation and previous methods proposed by researchers in this field. Then the external benefits of transmission project are identified and estimated, including customer impact from adjacent areas, external environmental impact and energy saving and environmental protection benefit. On this basis, the comprehensive index system for transmission project is initiatively proposed, which consists of project investment decision evaluation, implementation preparation evaluation, construction performance evaluation, operation effectiveness evaluation, economic efficiency evaluation, external benefit evaluation and sustainability evaluation. In the last section, fuzzy analytic hierarchy process method and radar chart method are employed to conduct a case study on a newly constructed transmission project of two 220KV in a province in 2007.With external benefit considered, this paper proposes the post evaluation model for transmission project, which is well integrated with current concerns of electricity corporations and whole society, and referred to perform post evaluation for transmission project.
