Scientific decision-making for emergency logistics center location will help to protect the stable operation of the whole communication network, help to reduce communications enterprises logistics costs and improve logistics efficiency, help to improve the service level of communications companies to meet the emergency communication needs of the national and community. The emergency logistics center location is important issues of communications enterprises infrastructure planning and it is difficult to change. In addition, many factors need to be considered during the location decision, leading to the emergency logistics center location problem is more complex. Communications companies generally determine the location decisions by expert brainstorming in the past, which has the limitations. Visible, communications companies emergency logistics center location problems need to be studied by the telecommunications industry and even the whole society.This paper analyzed the basic theory of logistics center location; combined the specific characteristics of communications companies emergency logistics center location, established minimizing costs, maximizing service level model and multi-objective location model considering the costs and service level; then designed the genetic algorithm program; finally, combined the China Mobile, Beijing Company's case, solved the minimizing costs, maximizing service level and the multi-objective optimization model in three cases, demonstrated the effectiveness and practicality of the model and algorithm.
