The Problems Of Target Orientation In Urban Minimum Living Standard Security System

This paper starts from target orientation and intends to investigate the implementation effects of minimum living standard security system in urban areas through documental analysis, interviews and questionnaires. It tries to analyze the problems of target orientation in current system to put forward a more proper one for our province and provide a basis for practical operation.First, the paper gives a brief introduction of the urban minimum living standard security system and describes its production and development. Then, it introduces the basic concepts of target orientation mechanism in the system, and the specific methods used in practice. After that, it analyzes some problems found out in the survey. For example, local society makes information much public and transparent, so there are few'false'and'leakage' phenomena. Another problem is that 'relationship' caused by the Pattern of Difference Sequence and the authoritative system, is stamp out in a review.In the end, we propose the following advice based on the foreign targeting experience in different kinds of assistance. First of all, we should improve the working conditions and the levels of business to achieve office automation. By means of information, we will know the conditions of low-income families at any time. That can realize effective supervision and management, and stimulate the targeting of urban minimum living standard security to be more accurate. Second, we should combine the family income and family structure to identify the target of minimum living standard allowances. We can make a comprehensive orientation according to America's targeting experience which is to combine category and property orientation. Third, we need to establish the third-party consulting companies to identify and supervise the minimum living standard security system rather than the governments. Finally, to ensure the implementation of the policies, we have to speed up the construction of legal system for social assistance.
