Research On The Problems Of The Rural Minimum Living Security System

Since the Tenth Meeting of the National Civil Affairs Conference determined initially to establish social security system in the rural areas which adapts to the level of economy and has multiple hierarchies in 1999, the prototype of the rural minimum living security system began to show.After the rural minimum living security system experienced trial implementation phase and exploration stage, it fully started in 2007. With the improvement of rural minimum living security system, its role in alleviating rural poverty and maintaining social stability has been increasingly significant. From a macro level, this is the important manifestation that the government pay close attention to the "three rural" issues n,as well as build a new socialist countryside. At the micro level, this is the important manifestation of solving the poor population's problem of lack adequate food and clothing, promoting rural economic and social development. The improvement of the rural subsistence allowances system has great significance for establishing the rural social safety net,playing the role of the last line of defense, enhancing overall social welfare.In this paper, under the background of the introduction of "Social Assistance Interim Measures", and with the integrated use of literature research, comparative analysis research methods, qualitative and quantitative analysis, conducted six-month grassroots research on L municipal civil affairs department, made a status research on the rural minimum living security system of City L and other ancillary systems.After analyzing rural minimum living security system work-related data of L city, the researchers found that after several years of actual operation, rural minimum living security system has made some achievements, but there are still some problems in the actual operation. The writer points out the shortcomings of rural minimum living security system, such as the rural subsistence allowances policy advocacy is not in place; Average standard and per capital subsidies are low; Rural minimum living security financial supervision isn't sound which breeds corruption and so on. Therefore, the writer proposes strengthening the rural subsistence allowances policy advocacy; Improving rural minimum living security standards and the level of subsidy; Strengthening supervision and management and other aspects of rural subsistence allowances, and exploring ways to further improve the rural subsistence allowances system in China. On the basis of summarizing the experiences and lessons of rural minimum living security work in case areas, through the form of seeing the common problems in the case of refraction area, the thesis makes the common problems in case area up to the national rural minimum living security height. Do my part to make a contribution to the lives of the poor in China's central and western regions and the living and development of the rural mass.
