Problems And Solutions In The Implementation Process Of Rural Minimum Living Standard Security System

Rural Minimum Living Standard Security System (RMLSSS),is one kind of social relief system of the state and society, which provides cash or in-kind assistance for the poor rural residents whose family income maintains with difficulty in the most basic living. And the security is the poor rural residents’basic survival. AS RMLSSS sets up in our country since2007, not only the poor population into the scope of its security have expanded quickly and continuously, and but the standard of subsidy has risen year after year. All in all, RMLSSS plays an important role in maintaining the basic life of poor people, in the promotion of social fairness and social stability.But many problems arise in the implementation process of RMLSSS across the country.In recent years, numerous scholars are having done the research on the problems, but the research which is limited to its external perspectives and policy rules planing, for example, a legislative proposal on RMLSSS, determinng the rational subsidy, increasing financial input in RMLSSS,and so on, is lack of study the concrete mechanism of this policy practice from rural perspectives or in view of the administrator who is working in RMLSSS.The writer is the low administrative staff member responsible for administration of RMLSSS. This paper takes the implementation process of RMLSSS in Q county of Y city, Shandong province as main object of study. Through the author’s work experience, and by methods of iterature,questionaire survey, in-depth interview and so on, to focus on a rich collection of detailed first-hand information, the paper conducts investigation and studies on the implementation of RMLSSS in Q County. And it summrizes four main stages to carry on RMLSSS in Q County, also analyses the implement situation of RMLSSS within the jurisdiction of the county of16township and sub-district, points out six existing problems,including the proportional distribution of the number of target of RMLSSS on the basis of the population of the village, subjectivity of family income calculation at random, low openness and justice of the process that determines the target of RMLSSS, etc. Moreover, This article reveals the causes of the existing problems as mentioned above, such as executive order ofprocrustean bed, the difficulty to accurately quantify family income, to decide the target of RMLSSS has become rural management method of village official, that RMLSSS has already become a problem about welfare dependence, etc.Finally, from the point view of administrative staff member of RMLSSS, with regards to the existing problems, the author analyses and explores actively the advanced solutions and experiences which have been adopt to solve the problems by other areas. And then on the basis of consideration to both feasibility and operationability, the author puts forward the perfecting countermeasures and suggestions from aspects of the establishment of a center to check family financial circumstances, the manegement of the target of RMLSSS by hanging out their shingle, to perfect the mechanism of the target of RMLSSS with liquidity(out and in), and to perfect rural other assistance policy by specified and detailed and seperated from each other, as well as to enhance punishment. Based on the above, the paper intend to help to build a equitable and sustainable rural social security system, and to provide reference information for making relevant government policies.
