A Study On The Urban And Rural Residents’ Minimum Living Security System Of Ningxia

China’s urban and rural residents’ minimum living security system has been in existence for more than 20 years since its establishment.It is an important means for the Chinese government to reflect social fairness and justice and reduce poverty.Ningxia minimum living security system for urban residents and rural residents was established in 1999 and 2007 respectively.In the past 20 years,the Ningxia minimum living security system has played an important role in poverty alleviation and poverty reduction in the region.The paper comprehensively analyzes implementation of minimum living serurity system in Ningxia implementation by literature review,interviews,questionnaires,including both the individual cases acquired by interview and with an analysis of the age structure,cultural level,and labor capacity of the urban and rural population in poverty.Combining the overall situation of the five northwestern provinces and put forward reasonable opinions on the urban and rural residents’ minimum living security system of Ningxia.The paper believes that Ningxia still lags behind similar areas in average level of system designing,operational effect and scope of protection.There are still some problems,such as the big gap of the level of minimum social security between urban and rural,inflexible eligibility evaluating,insufficiently detailed access system and imperfect family income survey.Improvements must still be made in improving assistance levels,refining access criteria,and strengthening supervision measures,etc.
