Abstract:Management is making-decision; the investment decision is the main aspect of decision-making, which means that the investment decision is management core. In a large extent, the whole business revolves around the investment management process, decision- making and implementation, decision-making make a direct impact on the enterprise's management target and directions of the development. The enterprise's management target and directions of the development also effect investment decision-making and running. Then we should know that investment decision-making plays a vital role in enterprise's survival and development, leaving the right investment, it would not effectively manage the enterprise as a unique form of management in enterprise performance management, there is no any exception in this point, so we need to evaluate the performance of investment to illustrate the effectiveness of investment decisions. Enterprise is an open system, being in a dynamic environment, carrying out any activities will face with a variety existing or potential risk factors, to improve the efficiency of business investment is necessary to fully considering its evaluation of all aspects of risk factor. We should develop effective performance evaluation system of investment for adjustment of its investment performance evaluation.Considering the enterprise's Performance Evaluation development of domestic and foreign,we can analysis the main risk in investment Performance Evaluation, and adjust the risk of Performance management steps, by delivering net Questionnaire and scene Questionnaire to collect the necessary information and make use of Theories and methods of systems engineering, We summarized the two categories,thirteen factor influenced Investment Performance Evaluation, they are System Specification,Business processes,information technology,product and service flowing level,the level of scientific research and technology development,technology applications,the basic financial projections,development of financial projections,external customers,internal customers,social response,social responsibility and development potential. We get the evaluation factor system, that constitute Enterprise Operations Management System and Strategy traction targeted in enterprise Performance Evaluation, according on some evaluation theory, for example:the system theory,analogy theory,values,goals and so on, It also constructed based on some principle:Systemic,Correlation, Direction, Comprehensive, and pay more attention on the non-financial indicators. Then, the two main-factors are divided in thirteen sub-factor system. Due to the difference of the investors' environment and investments' character, the evaluation on different industry, different company and the different investment must cause the failure of the evaluation and the bloated system, so researching the main influence factor the direction and the main point of the Performance Evaluation is a scientific research methods and ideas. We propose the Grey Clustering method to evaluate enterprise's Performance and contribute the Grey Clustering evaluation mode in view of the availability and quantitative of data. Putting the single-evaluate Grey Clustering in use of the bio-evaluate, that effectively solved the problem of higher level of Performance Evaluation, and Grey Clustering method, which can get the result for sure through incomplete information, do not need much data and expert, which makes this method more effective in the Performance Evaluation of enterprise's investment.
