Research On Financial Collaborative Supervision Of Online Payment For Paperless Trading

Paperless trading has played an important role on reducing trade cost, improving trade efficiency, and enhancing national competitiveness and financial supervision level, and has become the mainstream of world foreign trade. Paperless trading requires effective integration of import and export business information, logistics information, payment information, financial information involved in trade, that is to achieve high collaboration of business chain, logistics chain, capital chain, and government chain (referred to as "four-chain"). Existing researches show that the key integration of "four-chain" is the financial chain of trade and to choose an effective online payment mode. Existing payment system has problems such that information orders can not be synchronous with capital flow, cross-pay and cross-border payment can not be used, and collaborative supervision can not realize.On above issues, by studying researches at home and abroad, it tries to build online payment mode of finance chain as central, the business chain as main body, logistics chain as forced motion and government chain as safeguard, realizing business functions and enhancing paperless trading anti-money laundering and anti-credit fraud level.Firstly, discussing paperless trading value chain system model and paperless trading online payment industrial chain collaborative model of supervision, and proposing 8-dimension space model of online payment mode adapting to the development of paperless trading. Then, according to need analysis of financial collaborative supervision function, designing the overall objectives, principles, process and standardization of financial collaborative supervision. Afterwards, Agent technology, data mining and data warehouse technology are used to implement anti-money laundering, anti-credit fraud and other financial supervision functions.Finally, it proposes paperless trading online payment collaborative supervision methods and financial incentives used to achieve above functions.The innovation of this paper is to build paperless trading online payment anti-money laundering supervision and credit fraud monitoring framework, design anti-money laundering supervision function and anti-credit fraud supervision function; propose corresponding financial supervision approaches and incentive measures for them.
