The information security supervision of the third-party online payment market in China has significant features including wide coverage,high complexity and multi-industry of regulatory bodies.It is essential for maintaining social stability,preventing financial risks,and ensuring public safety.However,due to the time lag of the policy,the absence of the regulatory body and the incompleteness of the system on the information security supervision of the third-party online payment market,large-scale leakage of customer information,illegal and false transactions,and network money laundering have frequently occurred which endangered public safety.Therefore,it is urgent to improve and perfect the information security supervision system of domestic third-party online payment market.This paper takes the third-party online payment market information security in China as the research object,and summarizes and analyzes its three core characteristics on finance,Internet,and information security based on public security management,online payment,and information security theories.The paper digs for the root causes of the occurrence of third-party online payment market information security incidents through the study of domestic and foreign literature as well as exploratory cases,and to analyze the inherent associations and causes of security events of third-party online payment market information security regulators from the perspective of systems,management,and technology.It demonstrates that the government needs to strongly supervise the third-party online payment market using the game theory and structural equation models,and explores the key factors that cause information security problems and the utility of various factors on the third-party online payment market information security supervision.On the basis of the above research,using the methods of comparative analysis,inductive analysis and deductive analysis as well as the systematic consolidation and integrated research,a design scheme of information security supervision system for the third-party payment market is put forward,which is suitable for the current circumstances of our country.It has constructed a multi-level supervisory mechanism with the lead of the People's Bank of China and the participation of the Ministry of Public Security,theMinistry of Industry and Information Technology,the State Administration of Supervision and Administration of the People's Republic of China,the Banking Regulatory Commission and other departments which will implement differential management;enhance eight regulatory policies including the information security inspection and disclosure of key third-party payment institutions,the reporting of information security risk management to regulatory departments on a regular basis,the clarification of the management requirements of information security from third-party payment institutions,the introduction of independent third-party assessment agencies to the letter External assessment,the supervision and guidance of the third-party payment institutions to promote the establishment of sound safety technical standards,standardized information security risk management mechanism,implementing electronic identity authentication and user safety education;and design the evaluation indicator system of information security supervision effect,so as to achieve quantitative evaluation and supervision effect and makes the information security management of the third-party online payment market more rigorous,meticulous,scientific and reasonable.Finally,a general summary of this study is made and the main conclusions of this paper are extracted.Firstly,the public security theory and exploratory case analysis are used to explain the necessity and urgency of the information security supervision of the third-party online payment market in China and put forward the weakness of supervision,which includes the incomplete information security supervision policies on the third-party online payment market has,the inadequate internal information security management of the third-party payment institutions and the ongoing external network attacks and the information system technology vulnerabilities.Secondly,based on the game theory,the relevant regulatory authorities can maximize the benefits of industry regulation only by choosing to implement strict information security regulatory decisions,formulate a reasonable regulatory system and improve regulatory measures.Thirdly,diversified data analysis is conducted using the structural equation model to demonstrate that third-party payment institution factor,regulatory agency factor and individual customer factor all have significant positive impact on information security causes,and the regulatory agency factor plays a major role.The regulators are required to improve their supervisorycapabilities and effectiveness in order to achieve the information security of third-party payment market.Fourthly,the information security supervision cannot rely on only one regulatory authority and suggests to establish a multi-level and multi-sector collaborative third-party online payment market information security supervision and management mechanism which is led by the People's Bank of China and supplemented by the Ministry of Public Security,the Ministry of Industry and Information Technology,and the State Administration of Market Supervision and Administration,as well as a third-party online payment market information security supervision policy system and supervision effect evaluation indicator system.Based on the above,the paper also analyzes the shortcomings of current practice and the direction of future efforts.It is expected that the research in this paper could strengthen the supervision capability and effectiveness of the multi-department collaborative supervision system led by the People's Bank of China on the third-party online payment market information security,and help enhance the modernization of social public security governance systems and capabilities by protecting the network information security and preventing the financial risks from happening.
