Research On Several Problems About Project Competition Bidding System Of Implementation Process

China's "Bidding" implementation of the decade, with the further advance reform and opening up and deepening of economic restructuring,has been widely used in construction management system, and has played an irreplaceable important role in deepening reform, promoting economic development pattern as well as improving the socialist market economic system .However, the development of anything that could generate new problems need improving constantly. Bidding system development is no exception. In the implementation of the project bidding , there are often bid-rigging, collusion, corruption and other acts. These problems will not only lead to bad image of the government, but also seriously hinder the healthy development of the bidding system. In July 2009, the CPC Central Committee and State Council decided to spend two years dealing with highlighted issues which have arisen in construction management areas. At the same time, the"bidding implementing regulations" led by the Development and Reform Commission are also being consulted. We can see the government's resolution to solve the problems which have such bad influence. The following article is based on the above issues .This article revolves around the related issues of the construction project bidding industry. The author first describes the history of the development of the bidding system and analyzes some existing phenomena as well as their causes in bidding system. Several outstanding issues are also to be discussed through a relevant case ,including the string scale, rigging, as well as the characteristics of these acts and the harm they cause. Finally, relevant measures are also suggested to avoid string scale rigging and other illegal acts. This article tries to inhibit the binding of some bidding irregularities by establishing necessary mechanisms as for institutional envirornment, governance regulations and standardization of industry behavior.
