Study On Management System And Operation Mechanism Of Bureau Of Geology And Mineral Exploration Of Anhui Province

Bureau of Geology and Mineral Exploration of Anhui Province has experienced 50-year development, whose management system and operation mechanism has formed certain features. During last 10 years after the localization of geological exploration institutions, the reform of its management system and operation mechanism carried out much successful experience. However, with the further institution reform in China, the deep-seated contradictions of the management system and operation mechanism become more and more obvious. Therefore, the study on the management system and operating mechanism is not only of theoretical significance but also of important practical significance on the reform of management system and operation mechanism for Bureau of Geology and Mineral Exploration of Anhui Province.Based on the experience summed up from the domestic geological exploration reform experience of the management system and operational mechanism, combining with the practice of Bureau of Geology and Mineral Exploration of Anhui Province, this article analyzes the main outstanding problems of the current management system and operational mechanism of the Bureau. It targets in the overall model of the reform of management system and operation mechanism in the transition period of the Bureau from three dimensions——the government, the whole bureau and its affiliated units. By analyzing the two key factors impacting the reform, it proposes a concrete implementation plan, the core of which is the 'Three-Step Strategy"——to achieve industrial separation by classifying the integrated resources, to separate the primary and secondary by reorganizing the regional structure, and to restructure management system and operational mechanism by separating the internal institutions and business units. Meanwhile it also gives the security measures and some specific recommendations on reform, such as how to play the government's promoting role efficiently, and to construct management system in which the Bureau is as a unit and operational mechanism in which the institutions and business units are separated.This article demonstrates the reform model and implementation plan it proposed on the base of literature research and comparative study, combined with empirical analysis. The results show that what it proposed match to combine the actual situation of the Bureau targeted and feasibly.
