In recent years, our country market economy and rapid development, economicglobalization development also let the earth became more and more small, China’s crude oildemand is more and more, our country’s energy giant, the world top enterprises in five-oilgroup company’s industry chain also extends to abroad, in the future may spread to moreplaces, but also means that China’s petroleum and chemical industry, the China’s nationaleconomic main pillar industry is facing a more and more intense global competition. How toadapt to the increasingly diverse competition, refinery production scheduling management toenterprise’s production and management influence will become more and more important. Inoil refining chemical plant in the global competitive market to continue to ensure that thestrong competitiveness and gradually grow, we must start from the relation between marketsupply and demand, considering its own characteristics, adjust the scale of production andoperation and processing scheme; Will resource efficiency maximization, reduce the waste ofthe process, reduce unnecessary human, material and financial resources investment, avoidrepetition of inefficient rough machining process, the production of high value-addedproducts, create more profit space, realize economic benefit maximization. This process canbe made of production scheduling management system to complete. Refinery productionscheduling belong to central management, is the enterprise production and operation of thecore link, is the brain of resource allocation. Production scheduling connected to productionplan and working scheme, and connected to the beginning of the raw oil into the factory andthe final product of the factory, plays an essential key role. Therefore requires the productionscheduling must proceed from the overall situation, in full consideration of cost,transportation, market, resources, environment, safety, stability, emergency and so on variousaspects of the premise, based on the set of device production situation, fully grasp the plantproduction elastic, timely to the most reasonable production plan to meet the enterpriseproduction body optimization of the ultimate goal.In recent years, petrochina is also paid attention to the use of information systems inbusiness process, and commissioning of the units at different times a variety of informationsystems, but none of the information system can meet the demand of dispatching work of all.Scheduling work need to use a variety of systems, therefore, at the same time there are a large number of repetitive work. Plus refineries there are individual differences, all in oil refineriesall use the same information platform to solve the scheduling problem is also not realistic.Usage for this article is in view of the nanchong oil refinery dispatching informationsystem, to optimize the dispatching information system, the integration of differentinformation systems, and the increased monitoring of production process, improve thescheduling system, on the basis of information, from the reliability, timeliness, security,practicability, decentralized control, etc., design for use in nanchong oil refinery newmulti-purpose comprehensive and dispatching management information system.
