A Study On Countermeasures For Agricultural Extension System Construction In Liaoyang

Agricultural extension system is an important part of agricultural development, and good operation of agricultural extension system is closely related to and directly determines the sustainable development of agriculture. In recent years, the construction of agricultural popularization system has increasingly become the focus of attention, and agricultural extension work has been receiving more attention as well. However, agricultural extension system has shown many drawbacks and problems in the process of development, and no longer meets the current trend of agricultural and rural development.This article selects Liaoyang city as the empirical object of the investigation. By literature review, comparison and analysis, questionnaire and interview, first-hand data and information of the development of agricultural extension system is obtained. Statistical analysis is carried out to make detailed analysis of the data and information obtained, and major problems existing in the construction of agricultural extension system in Liaoyang city are identified, which are:inadequate investments in the infrastructure facilities, lack of awareness of the importance of agricultural extension system construction, poor integration of resources related to agricultural extension system, constrained operation and function of agricultural extension system, lack of planning of the professional team, and poor application of technology by farmers. This article also emphatically analyses the organization structure of agricultural extension system of Liaoyang County-a pilot county of national comprehensive reform before and after reform, mainly in respects of the changes in organization staffing, education level and technical titles of the agricultural extension professionals. Finally, countermeasures for agricultural extension system construction are proposed in light of the problems identified and they are: improve understanding and clearly define the public character of agricultural extension system, increase investment and provide material foundation for the development of agricultural extension system, manage extension work by law and improve the standardization of agricultural extension system, reinforce training and build a team of high standard professionals, encourage social involvement and establish diversified agricultural extension system, respect innovation and explore new methods of agricultural extension, strengthen cooperation and maintain close relation to other related departments.
