Position And Importance Of Agricultural College In Agricultural Sci-tech Extension In Heilongjiang Province

Agriculture and rural development have entered a new stage,which posed a great challenge to the existing agricultural extension system that was developed in the planned economic system and has been focused on administrative measures in the extension activities. This administrative extension system is now faced with lack of funding to support extension work,lack high quality staff to undertake extension activities,and disconnection of extension work with research and education.So a new extension approach to compensate the shortcomings is in high demand.Agricultural university is integrated with its scientific achievements,high quality staff as well as update information and is adjusting its development policy from complete research focus to serving rural society as well and has taken over the agricultural extension as part of its responsibility.This thesis explored the university dependent agricultural extension in terms of its theoretical background and compared the practices undertaken in the United States and Japan as well as in other countries.University dependent agricultural extension approach is believed to be right entry point for the reform of existing agricultural extension system.The thesis described the historical origin of university to be involved in agricultural extension and then illustrated the agricultural extension approach undertaken by the Northwest A&F University with respects to the establishment of demonstration bases,project-oriented demonstration bases,university-industry cooperative demonstration base as well Baoji Extension Yard devoted to agricultural experts.Coupled with those demonstration or extension bases are agricultural training delivery to rural development and information network construction.For improvement of the university dependent approach,some measures are suggested,such as specifying relevant laws or regulations to underpin the approach,strengthening financial support on a regular basis,enhancing the education and cultural level of farmers,etc.
