As economic globalization and China's accession to WTO, foreign advanced telecom companies will enter China's telecom market. In order to cope with increasingly fierce competitive market environment, China's telecom companies must change their mode of operation, technical level and business management system, through the institutional, technical, management, business, etc. to achieve a full range of innovative enterprise content-type growth. This content-type growth needs higher requirements to financial management of telecom enterprises. However, There are a number of drawbacks in the financial management of China's telecom enterprise, such as the efficient allocation of resources is not enough, organizational inefficiency, internal communication barrier, strain weak and suppress employee initiative and stifle innovation. Therefore, traditional financial management has apparently can not adapt to rapidly change new situation, restricting the pace of the telecommunications business forward and make the economic benefits of reduced telecommunication enterprises. This article will focus on the successful experience of financial management of foreign telecom enterprises, from the design principles, institutional settings, preparation and process design four aspects to build a set of telecom enterprises to adapt the new environment of financial management, which is based on the network.
