In recent years, Chinese telecommunications industry reformed and reorganized continuously, now China Telecom, China Mobile, and China Unicom are three main character of the market.Communications network is the competitive bases of telecom carrier, rapid and effective to complete the communications network construction that will ensure the enterprise obtain competitive advantages in the network and market opportunities.As a nationwide carrier, long haul communications backbone network constructions are often cross-regional, multi-project, work area covering many Provinces and cities, the original functional management mode can not meet the project management requirements, the provincial branches and departments are lack of cooperation in constructions. Project schedule management is lack of specific rules and regulations. Schedule management mainly depend the management and control of the Contractor, resulting project schedule arbitrary, inadequate control.Therefore, China Telecom managers pay attention to scientific project schedule management methods, it has become an effective schedule management tool of communication network construction.In this thesis, China Telecom 2009 DWDM backbone network construction project as a case, through analyzing the practical effects of analogous estimating and CPM schedule management method in construction phase, pointed out that in current schedule management there are duration estimating inaccurate, wasting additional redundant time, schedule control Inadequate, communication and coordination poor,etc.issues. We Proposed applying the method that the combination of PERT and CPM and CCPM, and improve and refine communication, rewards and punishments, evaluation feedback system. By way of theoretical deduction,we verified this integrated application method can effectively improve schedule, control and management. Therefore, the research of this thesis has strong operational and practical value to the schedule management of the follow-up communication network construction projects.
