With the rise of the logistics industry worldwide, theoretical research of modern logistics continually deepen and mature, modern logistics has become the new growth point of the port. The position of the port is no longer limited to simple transportation transit node, but rather to focus on an integrated logistics center, the position changing make great changes in the port function, and also enabled the port to be an extension of the scope of services, functions to be expanded, and formed its own logistics system gradually-port logistics.Port is not only the hub in transportation network, but also the important link in economy system; port logistics has become the important factor which drives the development of ports and port cities. With the rapid development of port logistics in China, there are some shortcomings in development process, particularly in the inefficiency problem. This article attempts to make the scientific analyze and measurement for the efficiency of port logistics, it will be conducive to Chinese ports to measure the efficiency level gap with other ports, found the development bottle neck, and thus conducive to resources config optimal of Chinese ports.This article first describes the writing background, by analysis the amount of our import and export volume data as well as water-borne commerce; get the result of the port especially the international trade port plays an important role to our foreign trade. The measurement of the efficiency of port logistics has the important significance to Chinese economy, followed by systematic analysis for relevant theory, we found there are few documents for the efficiency of port logistics, so it certifies the measurement for the efficiency of port logistics has the important and necessary meaning.In the theoretical basis of second chapter, this article reviews develop progress for the port and the sense for international trading port, introduce the evolution of logistics concepts briefly, defines the concept of port logistics, discusses its meaning, function and characteristics.In Chapter three, this article analyzes the current development status of port logistics at home and abroad, gets the result that our port logistics system features and functions as well as existent problems, and described the factors affecting the efficiency of port logistics, supplies the basis for measurement index system in rest article.The fourth chapter built a set of suitable measurement index system suitable for the efficiency of our port logistics, and by the extension value of the index, built the measurement X-efficiency index system, which make up the problem which it is incomplete in similar research for index chosen, statistics and measurement method. Based on this index, this article uses DEA secondary comparative assessment method to build the measurement model of the efficiency of port, makes a five-year interval production efficiency value as a "reference index" and the "current index", using DEA's BC2 model measured the X-efficiency value for port logistics; finally based on the production efficiency and X-efficiency of the port, adopts a parallel resistance to build the model for the integrate efficiency measurement of port logistics.Chapter five this article adopts representative selection of 13 international trade ports to process the solid analyze and measured its logistics efficiency so that finding the limiting factor restrict the efficiency of logistics and improve the efficiency of port logistics, the results certify the model is applicable to measurement research for the efficiency of port logistics.The final chapter is the conclusion and prospects for this article, it considers the efficiency measurement is a complex scientific question and has important research significance, has a broad theory and application prospects.
