A Study On The Differences Of Regional Production Efficiency In China

Currently,it becomes a top priority for the Chinese government to adopt effective economic policies to promote the sustained and healthy development of China's economy under the new normal situation.It cannot be ignored that China is a big developing country,there is a big difference between regions in China in technology,economic structure and factor endowment and so on.This means that China's different regions have different problems in the economic development process.Therefore,it becomes essential for the central government and local authorities to design their own economic policies in accordance with their own economic characteristics.In this context,this paper uses the Data Envelopment Analysis(DEA)method to estimate and decompose the regional production efficiency and explore the direction of efficiency improvement in China.The study has the following three characteristics:First of all,this article use 30 provinces and cities in mainland China as a decision-making unit from 2003 to 2014 for the assessment of China's regional production efficiency,you can compare the regional production efficiency of regional differences and its changes over time.Secondly,this paper divides the production efficiency of each province into pure technical efficiency,scale efficiency and crowding efficiency,examines the reasons for the inefficiency in some areas and studies the direction of efficiency improvement in various regions of China.Finally,this paper identifies the economic scale characteristics and input congestion characteristics of each decision-making unit,and can provide a reference for the optimal design of the policy.The main conclusions of this paper are as follows:First,the regional economic characteristics of different,inefficient reasons are also different.Three aspects of the performance are very good provinces in Guangdong and Fujian provinces.Second,the regional production efficiency gap is very large,the eastern provinces of the higher efficiency,followed by the central region,the western region the worst performance,regional development is not balanced problem.The reason for the inefficiency of the western region is not a simple one,and it is also very difficult to upgrade.Third,there is an input congestion phenomenon in most parts of China.This conclusion is similar to that of Zhou et al.(2013).Shanxi,Shaanxi,Hebei,Shandong,Liaoning and other provinces crowded inefficient,crowded situation is more serious.Based on the above conclusions,this paper makes suggestions on the direction of efficiency improvement in each region.Xinjiang,Qinghai,Yunnan,Hubei,Guizhou should strengthen the introduction of technology to enhance the efficiency of pure technology.Ningxia,Hainan,Qinghai,Gansu and Inner Mongolia and other provinces should pay attention to improve their economies of scale,to achieve economies of scale.Shanxi,Hebei,Shaanxi,Shandong,Liaoning has a serious congestion phenomenon,should pay attention to optimize their resource allocation,enhance their congestion efficiency.
