With the opening of China's financial market deepens, foreign banks are making their ways entering China. Under such situation, China's state-owned commercial banks are facing great challenges from their foreign counterparts and are forced to compete with them at every level of stages. Striving for the talents has become the essential issue among the competitions. Backed with their advanced management methods and attractive benefits package, foreign banks have successfully poached many financial talents from state-owned commercial banks. Hence, to rationalize the cost and improve the efficiency on their human resources management has become the unavoidable choice for the state-owned commercial banks.The dissertation compared the differences between state-owned commercial banks and foreign banks on their human resources management especially the respects such as recruitment, incentive policies, training system and career development design for their staffs. By raising their managerial weaknesses, it suggests to build strategic human resources management system in state-owned commercial banks.Comparative studies were used in the dissertation to analyze the situation and draw the conclusion.
