China's financial market has been opened across-the-board since December 11, 2006. As more and more foreign banks enter China with obvious competitive advantages, China's commercial banks are facing unprecedented opportunities and challenges. Meanwhile, the competition among China's commercial banks is also very fierce. The competitiveness of joint-stock system banks are growing, ten of which are listed in the top 1000 world banks issued The Banker. As state-owned commercial banks are very important in China's economic and financial development, it's very significative to develop state-owned commercial banks to conduct objective and systematic analysis of the competitiveness of state-owned commercial banks and provide effective strategies to improve their competitiveness.Guided by commercial banks competitiveness theories, the competitiveness of state-owned commercial banks is analyzed through establishing the competitiveness evaluation system of commercial banks, and the measures to enhance their competitiveness are put forward. The paper is mainly divided into four parts. The first part (Chapter 1), the theories about competitiveness of commercial banks, the meaning and the main theories about competitiveness are introduced, the current theories about competitiveness of commercial banks are introduced and evaluated later. The second part (Chapter 2), the structure of the competitiveness evaluation system to analyze the factors which influence the competitiveness of commercial banks and to construct the frame and the appraisal targets according to the corresponding principles. The third part (Chapter 3, Chapter 4, Chapter5), the competitiveness of state-owned commercial banks is analyzed. The environment competitiveness is analyzed in terms of macro-economic situation, macro-financial control, financial regulation and market competition. The reality competitiveness is analyzed from four aspects, scale, safety, liquidity, and profitability. The potential competitive is analyzed from the corporate governance, the business and innovation, human resources, and financial technology. The fourth part (Chapter6), the measures to enhance the competitiveness of state-owned commercial banks, to create good external environment, to consummate the corporate governance, to develop business system with innovations, to optimize the human resources, and to actualize the development strategy of science & technology.The main innovation of this paper is to establish the competitiveness evaluation system of commercial banks and to analyze the competitiveness of state-owned commercial banks by analogy and quantitative. The main shortcomings is that the competitiveness of state-owned commercial banks isn't analyzed in-depth enough. Due to limited data sources, the data isn't collected in the round, which may affects to learn the actual level of competitiveness.
