In recent years, with the rapid development of science and technology, Chinese shipbuilding industry has reached high-speed development. China has been the third largest shipbuilding country in the world, just following Japan and South Korea. But they also need to deal with various unexpected cries at the same time. Shipbuilding industry belongs to typical Labor-intensive industries, the position and effect of human resource is self-evident. However, in view of the overall situation, the ideas of human resources management and the level of human resources management is backward. Therefore, in this complicated and volatile situation, state-owned shipbuilding enterprises in China should make efforts to strengthen the personnel team, strengthen building of human resources, transform the classic model of human resources management, and strategic thinking on the position and function of human resource management.This is the key to promote the international competitiveness and winning competitive advantage for Chinese state-owned shipbuilding enterprises.Combining with the development trend of state-owned shipbuilding enterprises, firstly, the paper put a research on the present situation and problems of the human resources management of Chinese state-owned shipyards. The strategic human resources management is the trend of human resources management of state-owned shipbuilding enterprises. Secondly, based on the strategic human resources management theory, the paper proposed the targets and principles which the strategic human resources management model of Chinese state-owned shipyards should follow. On the basis of these, this paper builds a basic framework of strategic human resources management of Chinese state-owned shipyards, which contains strategic human resources planning, human resources deployment based on strategy, training and development based on strategy, performance management based on strategy and compensation management based on strategy. In addition, with the thought of BSC, the paper builds a performance index system of Chinese state-owned shipyards. Finally, the implementation measures of strategic human resources management model of Chinese state-owned shipyards are put forward.
