With Regard To Our Consideration And Solution To The Green Trade Barriers

Since China got the WTO membership, the foreign trade volume has kept increasing at a high speed. According to the statistics of Chinese National Customhouse, the total volume of Chinese foreign trade arrived at 1422.1 billion$ in 2005, 2.8 times as much as early in 2001,when China was undergoing tenth-five-year-plan. 70% of Chinese GDP depending on foreign trade. The type of Chinese exports has transferred from high-intensified labor, source-depending to high-intensified knowledge and technology. During this process, China got more and more impact of the new trend of international trade development. With the dizzying-speed development of economy globalization, the Green Trade Barrier has gradually became of the manifestations of international trade protectionism. Its impact occurred especially during post-transitional-period after China got the WTO membership. The Green Trade Barrier is a double-edged sword. On the one hand, it sets barriers to Chinese foreign trade, on the other hand, it brings the idea of environment protection to Chinese, it also promotes the idea of E&I (exports & imports) products structure transformation, green revolution of technology, R&D (research & development) of organic food and the development of the green industry. The way to break the Green Trade Barrier and ensure the healthy ongoing of Chinese foreign trade is one of the most important issues to both Chinese government and enterprises. Under the serious situation, we should analyze the characteristics of the Green Trade Barriers, take the Green Trade Barrier as both a great challenge and an opportunity, find out its impact to Chinese GDP growth, and propose some measures to solve it. All of these we do will have a far-reaching and present strategic impact to Chinese foreign trade.This dissertation will combine the investigation of the Green Trade Barrier and related items of the WTO with the current situation of Chinese economy to give a profound analysis of the problems of Chinese foreign trade. I will also take some working examples of CIQ (China Inspection & Quarantine) department to elaborate my workable proposition of breaking the Green Trade Barrier.
