Research On Existing Problems And Countermeasures In Ulanqab City’s Urban Unemployed People Reemployment Training

With the continuous development of science and technology and changes of social industrial structure,some traditional industrial departments due to upgrading of industrial structure produce a large number of surplus labors,produce a large number of unemployed people,but many new professional talents needed by new departments can not get satisfaction,for this reason,reemployment of the unemployed people becomes a thorny problem,aiming at to this problem,all countries make exploration and research,generally believed that: through reemployment training,it lets unemployed people master new employment skills,improve the employment ability,achieve reemployment,which is an effective way to promote the reemployment of unemployed people,at the same time can effectively alleviate the problems brought to countries and regions due to unemployment.Employment Entrepreneurship "Six Projects" Ulanqab City put forward with the local distinctive characteristics,forms a employment entrepreneurship working system of complete base construction,skills training,policy support and employment service,implements practical reemployment policies and measures,and achieves certain results,but because government lacks of mastery of the new public theory,local reemployment training mechanism of urban unemployed people exists some problems,such as reemployment training method,reemployment guiding ideology,reemployment training effect and reemployment training quality,which makes Ulanqab City have slow progress in reemployment training of urban unemployed people,affects the promotion of Ulanqab City’s employment and entrepreneurship engineering,so it urgently needs to get further perfection.This article based on such background and purpose makes research,investigates urban unemployed people’s situation of Ulanqab City and current situation of reemployment training,based on analyzing the domestic and foreign reemployment exploration and research of urban unemployed people,regards new public theory and attribution theory as the theoretical basis,combines with Ulanqab City’s current situation of reemployment training of urban unemployed people and existing problems,from the government,employment training mechanism,urban unemployed people three aspects to find out the factors restricting Ulanqab City’s reemployment training of urban unemployed people and analyzes theses factors,and then puts forward the countermeasures: Ulanqab City should according to the new public service theory to strengthen the reform of the public employment system,establish and improve the reemployment training mechanism,improve the initiative of urban unemployed people to participate in the training.
