It greatly reduced the taxpayer's participation, And it might cause misunderstanding of the taxpayer; It also might cause errors when tax authorities deal with the approval within the time limit for business; Even if the tax authority make detailed rules t under the limit of the specific content of the various aspects, because of the lack of effective supervision the execution time limit is not strong enough for binding all departments together. It still cannot guarantee to complete the time-limited business in the appropriate time.In addition, the applications Changchun Local Taxation Bureau used to use were built by different developers in different times. These systems generally lack unified planning. It caused the isolation between the various systems. Each system has its own standard. The database type are isolated and lacked effective information sharing. Once we design the MIS systems for one-stop time-limited service, we must consider how to avoid "Information Isolated Island" situation to be spreading.Based on current existing problems, this paper indicates that SOA-based Portal Server from a mature industry should be used to build a flat form for application integration and information exchange. Use Web interface for integration of database and time-limited business to achieve the return of collection systems for business management information system integration, also implement the business function of time-limited business management.MIS system of time-limited service mainly includes: instrument approval function (for different types of time-limited service transfer within the tax authorities for approval), SMS reminders (using SMS to send text messages to the taxpayers to inform the current status of their business), and policy support functions (for different types of business, automatically reminds service staff based on the laws and regulations.)To reduce the cost of information disclosure, establish MIS system time-limited service could make it more convenience when taxpayer obtains information simultaneously. Because of the open information channels, it could make the taxpayers understand business processes, understand the progress of business in the office, and enhance the taxpayer's sense of participation and identity, deepen their understanding of business process procedures.
