The Flexible Region Of Urban Land In Land Use Planning

At present, China's land use planning emphasis too much on the top-down control of indicators and exposed the problem of "too rigid" with the specific performance of being in the failure to put forward responses to running out in advance or the lack of the indicators and of Index's unreasonable decomposition and arrangements and so on, leading to the lack of the planning's operability, as the result, planning is often difficult to being put in place. Thus, "flexibility" received widespread attention and discussion in the new round of land use planning. Just in this context, this paper starts the study on flexible area of urban land in the land use planning. It first views the current situation and existing issues, uses the flexible planning theory with the related theory to discuss the flexible settings of urban expansion, and provide reference for the practice of the new round of land use planning at last.First, this paper is to predict the scale of flexible urban land in the study area during the planning period, then use GM (1,1) prediction model, trend forecasting model and other methods of prediction model to quantitatively predict the region's population, economic development and the demand for urban land use according to the statistical data and integrated basic data from 1991 to 2005 in the study area and determine the flexible scale of the area combined with certain qualitative analysis. Then the GIS is used for the study area's suitability analysis of construction to determine space layout of the construction land, blending in the thought of "inverse planning" and "the three planning fusion" and combining with the qualitative analysis of urban land development direction. About how manage the flexible urban area effectively, this paper puts forward the corresponding space control measures and dynamic management methods from essential attribute of the planning and actual conditions of research area at last.Based on the flexible planning theory and combining with the theories of "inverse planning" and "the three planning fusion", this paper is to discuss from the angle of technical and management about how to take place flexible setting of urban construction in land use planning under the background of deep urbanization, with the corresponding empirical analysis. At last, this paper hopes to be helpful to scientific preparation and effective implementation of the new round of land use planning in our country.
