Cangwu County, Guangxi, Land Use In The Overall Planning Of Construction Land Planning And Implementation Of Evaluation Studies

As the most important work of land administration, general plan of land use has great influences on the allocation of land resource, the distribution of industry and the development of land. Now, China is the primary stage of socialism and will remain so for a long time to come during which developing economy is the main task of our country. The rapid social economical development causes the expansion of construction land and leads to differences between the planning and the actual expansion of construction land. Summarizing and evaluating the implementation effects and problems of land plan has been hot point of studying in land use plan.Starting from the characteristics of the expansion of construction land and analyzing the implementation effects of the plans of construction land of Cangwu County in Guangxi, the author use ArcGIS to analyze the internal and external factors which influence the expansion of construction land in the aspects of quantity and spatial arrangement effect. The conclusion of the study showed that: (1) There are internal and external factors affecting the land expansion. The external factors mainly affect the speed and intensity of land expansion. Internal factors mainly influence the direction and spatial layout of the land expansion. (2) While the land expansion plans have some regulatory capacity, but its "failure" is much greater than the regulation. There are two aspects in the "failure": First, the number of the land expansion is out of control. Second, the spatial distribution of the land dislocation does not meet the plan. (3) Natural factors, regional factors, population, urbanization level, the economy, the productive factor input and the policy will influence the over-plan expansion land expansion. Natural factors, regional factors mainly affect in the expansion direction while the other factors mainly affect in the scale. Finally, with the problems in the land use planning for the construction of the problems, according to the non-rational land use planning, uncertainty and elasticity theory, land use planning should have a rolling planning objective, elastic index and build an area for the expansion of the land planning. We must improve the control measures and ability in the planning.
