The real estate industry is an important basic industry in urban economic and social development,furthermore,the housing industry is an important branch which is directly related to the practical interests of the residents. The development of the housing market can constantly to improve the urban living environment, and to improve the living quality. It is the basic premise of achieving the target "shelter for all" and also the basic guarantee to make the city of Jinan "a comprehensive well-off society".Both starting point and landing point of residential real estate development are attributed to the land, so land supply mechanism is an important way to for government to macroscopically control the real estate market, and to promote the orderly development of the real estate market and reasonably efficiective land use, which has an important influence for residential development and management. The eleventh order by The Ministry of Land and Resources clearly demands that commercial residential land and all other business land must be sold by tender, auction or listing ways. Therefore the supply of residential land runs according to market supply mechanism.Basing on the need of theory and practical,the article discusses the urban development of Jinan,particularly the development of the real estate market,from the land supply angle,selecting Jinan to take the object of study. It builds the land supply calculation model basing on the effective operation of the real estate market through the research the article,which grasps the structure and quantity of land used in the real estate. It's help for the government to play a guiding role in land planning and development,thus promoting urban construction of Jinan.By inspecting and learning from the development of theoretical research,this paper establishes a land supply mechanism coordinated with the residential development,Based on manifold methods of standardized practical,qualitative and quantity,field investigation and laboratory analysis,which reasonably determine the amount of land supply according to the effective demand of residential market. And it's a powerful lever for regulating the real estate market, and also could help to maintain the balance of supply and demand,and to stabilize market price.The main contents of this paper are:The first chapter described the background and purposes of this research, affirmed the practical significance of establishing land supply mechanism coordinated with the residential development, analyzed and summarized the domestic and foreign research results and practical experience, and detailed the research methods and technology routes of the paper.The second chapter made a detailed elaboration with some theoretical bases such as supply and demand theory, land rent theory, urban theory, rational growth theory, public choice theory and the theory of four-quadrant model.The third chapter systematically discussed the interaction and discipline between residential development and land supply,and based on this analysis, this paper constructed the content structure of residential development and land supply mechanism and proposed the safeguards.Chapter IV constructed a land supply model that based on housing market demand,then explained five parameters,effective demand for commodity housing, the cumulative surplus or shortfall amount in the supply of commercial housing market, a reasonable delay of land development, rational storage capacity of project and the average floor area ratio of land,which was involved in,and made an emphasis on the relevant technical points.Chapter five took urban area of Jinan as an example, firstly analyzed the status of land market supply and future development background in Jinan, and then forecasted the demand amount of residential land by the built model which calculated the supply amount of residential land, and analyzed the forecasting results with the guidance of government planning,to make the land supply and market demand in coordination. Finally,it compared the actual supply in 2010 with supply plan,achieving the coordination of planning and the actual supply.Chapter VI summarized the major conclusions that this paper established land supply mechanism coordinated with the residential development, and reasonably affirmed the scale of residential land supply,and proposed some policy recommendations which would benefit the implementation of the housing land supply according to market needs.
