China’s house prices began to soar rapidly since 2005, caused the housing difficulties and stopped rising and declined slightly until in 2011 because of the central government’s control policies,but house prices is still hard to take. Housing problem become China’s outstanding problem from 2006 and has not been solved because of the existence of high prices.The rapid house price increases caused the transfer of wealth from consumers to developers and government;Led to the larger polarization between the rich and the poor; Caused the larger gap in regions; Also caused urban housing difficult and gave birth to a series of strange social phenomenon, such as living in eggs house or ship or capsule apartments. the solutions of the problem need financial support and theoretical support so far. Great achievements that our country’s economic construction have been made since the reforming and opening supply a financial foundation, but lack of effective theory.So paper seeks to efficiently and rapidly slove hosing problem comprehensively; offers advices and promotes the development of the theory.This paper starts with housing demand, illuminates housing demand concepts and categories based on the analysis of the characteristics,points out the contradiction of accumulated family disposable income ansd the total price of buying house.With house prices than income for computational standard,draw the conclusion that buying housing difficultly people are 88.01% in Jinan.On the assumption that using whole life cycle to purchase house,draw four special group of purchasing house difficultly,because the number of buying housing difficultly people is large in reasonable time of house prices than income,also clearly indicated the housing safeguard object.For solving four special group of purchasing housing difficultly,introduces Maslow’s hierarchy of needs, analytics the housing space mirror of the needs structure of the people(table 3.3), gets no-living housing concept and small minimum table of transitional housing area under the principle of limiting design. In completely assured residents housing conditions,presents transitional housing residents number evaluation formula.Second,analyses housing supply characteristics、development course of housing supply、influence factors of housing supply, bases on 2011 jinan city statistical yearbook,Classify examples the existing housing supply type,calculates the corresponding supply quantity of jinan city.Third,based on the Angle of philosophy contradiction,using the universality and particularity of contradiction.Analysis the one primary and the four secondary contradictions between the housing demand and supply.By Comparing the type and number of housing demand and supply, draws structural conflict graph of housing supply and demand(figure 5.1)by contrast analytic method.Fourth,puts forward the corresponding countermeasures aiming existing concrete contradictions of housing supply and demand. Puts forward concrete housing target referencing to study the American and Sweden housing policy. Puts forward the relative complete housing supply system using the no-living room transitional housing into security system; Clears main supplier、funding sources、financing channels in the housing supply system.
