Research On Optimization Of Industrial Structure Under Water Environment Restriction In Weishan County

With the fast development to social economy, the problems about water shortage and deterioration of its environment fetches out with each passing day, the water resources has become one of the important aspects of the restriction of social economy and sustainable development. How to effectively use water resources to achieve sustainable social economic development, optimize industrial structure and realizing the sustainable development of social economy, become the focus of attention of the society. Therefore, establishing water environment under the restriction of the industrial structure optimization model is the actual research value, also be necessary and urgent.This paper is based on the above summarizes existing background, on the basis of research achievements, and then the author introduces the related concepts and the related theory of industrial structure optimization. The author analyses the current situation of the water environment, the pollution status and wastewater treatment of Wei Shan. The analysis of the industrial structure condition is mainly from the three industry proportion changes of Weishan, the comparative proportion of productivity and the internal structure of three industries on evolution. And theoretically pointed out the water environment and the coupling relationship between the industrial structure, thus find the dominant industry, the competitive and the heavy pollution industry , so it is laid a foundation for established under the restriction of industrial structure optimization model under water environment of Weishan.Establishing the industrial structure optimization model under water environment constraints of Weishan is one of the core contents in this paper. Based on the former research, the author raising the principle and goals of the adjustment of industrial structure, and according to the requirements of the development of social economy of Weishan determine the economic growth and pollution control goals for the optimization model. Then in water resources constraint, labor constraint, pollutants constraint, regional economic growth constraint, farmers' net income constraints, and non-negative constraints, these six constraints as constraint conditions to establish multi-objective optimization model.Through the different weights economic growth target and pollution control goals, and then raises high economic growth scheme and low environmental polluting scheme and balanced growth scheme, three different schemes, after detailed analysis obtained the appropriate balanced growth scheme of Weishan. Balanced growth scheme fits the actual development condition of Weishan. We should appropriately reduce the proportion of primary industry in actual industrial structure adjustment process, limiting secondary industry growth and develop tertiary industry, raising the proportion of the tertiary industry. According to the given Weishan optimized scheme, and depending on the actual social economic development characteristics, then puts forward the detailed industry structure optimization, in order to guide the industrial structure adjustment of Weishan.
