With the fast development of social economy, the problems about water shortage and deterioration of its environment fetches out with each passing day, the water resources has become one of key aspects of the restriction of social economy and sustainable development.How to effectively use water resources to achieve sustainable socio-economic development, become the focus of attention of the community.Therefore, it has the actual research value of the industrial structure optimization model under the restraintion of construction of water resources.The present paper is precisely based on above background, in the foundation of summarizing the domestic and foreign existing research results, introduced the related concepts of water resources, has pointed out the water resources system's characteristic and the attribute; Has discussed mutual relations between the water resources and and the industrial structure; Overall analysis connotation, characteristic and influencing factor of water resources supporting capacity;Has studied a set of relatively complete water resources system simulation model system, has laid the foundation of industrial structure optimization model under restraintion of water resources.Establishing industrial structure optimization model is one of central contents in this article. This article synthesizes in the foundation which the predecessor studies, proposed construction method of the model, obtained society, the economical scale which water resources are able to sustain during different time, and the COD withdrawal is smaller than the plan year COD capacity. This article has conducted the applied research taking Beijing Changping area for example. In the foundation of collecting massive material, has forecast the socio-economic development targets of the Changping area in 2010 and 2020; Has calculated the Changping area surface water amount of resources, the ground water amount of resources and total quantity of water resources. Take the foundationas this, calculated the society, the economical scale of Changping area which water resources which in the three plans are able to sustain under above two plan year. Through carried on the comparison to the three plans, has selected the optimal plan. Finally, it indicated that the model and the method in this article are reasonable feasible by analyzing the caculated results of the model.The findings may provide the reference for the Changping area water resources plan and the management.
