An industrial structure optimization model aimed at protecting water environment of Kunshan City, Jiangsu was established by using environmental economics and environmental bearing capacity theory, collecting the historical data, investigating on the spot, building models, mathematic analysis and other methods. The model was based on the present situation of industrial structure and the investigation, analysis, evaluation of water pollution situation. The optimal scheme of the industrial structure in 12th Five-Year Plan of Kunshan was obtained with the solution of the model. The research was vitally important to strike the balance between the construction of the industrial structure and water pollution problems, it was also valuable to provide some theoretical foundation to the substantial development of social economy as well as environment in the process of urbanization. The main research results are as following:In Kunshan, as a rapid urbanization area, the shortage of usable water and degradation of water quality caused by rapid economic growth had been the bottleneck of restricting city development. It was short of water resources and its'surface water consisted mostly transit water. The water environmental capacity had already reached saturation point and the primary water pollution was organic pollution. Shanghai is located in Kunshan rivers downstream, which required higher water qualities; we should strictly control the water environment quality in order to reach the river section requirement.The three industrial structure ratio of Kunshan was 0.8:65.3:33.9 in 2008. The conclusion of the research is that the secondary industry had significant contribution to economic growth. We should take some adjustments of the industrial structure under the constraints of resources and environment. In recent years, the third industry proportion had risen slightly and the economic growth pattern had initially appeared promoted by the second and third industry, but the third industry proportion was still low which affected the city's competitiveness.It mainly consisted of 70% pollutants discharged from industrial pollution in water environment pollution of Kunshan. Furthermore, the industrial structure optimization research had been the urgent issue under the restriction of water environment problems because of the smaller water environmental capacity and decline of water quality. The water environment-industrial structure multi-objective optimization model on the goal of protecting the water environment was established in Kunshan under the principle of realizing coordinated development of social, economic and environmental benefits. What's more, the stability of optimal model system had been proved based on the perspective of mathematical optimization methods. The model system would probably provide theoretical basis of practical application.In order to achieve the maximum of the gross industrial output and the minimum of the industrial COD emissions, the industrial structure optimization model was constructed under the constraints of COD emissions which was less than water environmental capacity in Kunshan, water demand and wastewater treatment costs less than the predicted value in 2015.Several suggestions were got form the industrial structure optimization model. Firstly, our government should ensure better development of transportation equipment, special equipment, plastic product, instrumentation and office manufacturing industry at the end of 12th Five-Year Plan; Secondly, we must still focus on the sustainable development of electronic and communication equipment, universal equipment, plastic and metal product manufacturing industry; Finally, overall managements should be taken to control development of chemical raw materials, product and paper product manufacturing industry and improve and maintain development of other industries.
