Currently, hydropower resources of the lower reaches of Jinsha River are in the development stage. Reservoir resettlement project is an important part of the construction project of water conservancy and hydropower, which involves a number of fields such as politics, economy, society, resources. Solving the problem of reservoir resettlement is not only directly related to the smooth progress of the construction project of water conservancy and hydropower, but also related to the immigrants’ interests and social stability. To let rural migrants move out, settle down,and gradually become rich, the study of the current situation and the optimization of industrial structure of agriculture in the lower reaches of Jinsha River is of great significance. Dechang County is located in the southwest of Sichuan Province, and its water resources are very rich. It is an important area of resettlement in Three Gorges Reservoir area. The current situation of agricultural industry and future planning of Dechang County are related to the vital interests of the masses and social stability.Therefore, under the premise of regional ecological security, economic development and social equity, optimizing the industrial structure of agriculture, improving the efficiency of agricultural production, and enhancing the coordination degree of agricultural industry and the comprehensive ability of sustainable development, is the key to solve agricultural problem and future immigration planning problem.In the light of the problems that the agricultural production efficiency is low and the agricultural industry structure is not reasonable in Dechang County, this study develops the multi-objective optimization model of the industrial structure of agriculture based on the evaluation of current status quo and industrial structure of agriculture. Through solving this model using Genetic algorithm, this study determines the reasonable industrial structure layout and scale, and explores the counter measures and security measures of the optimization of the agriculture industrial structure, in order to provide a theoretical basis for Dechang County in terms of planning the agricultural industry and its internal structure, and determining related policy.Firstly, the current situation of agriculture industrial structure and the existing problems in Dechang County are analyzed. This paper describes the current situationof agriculture industrial structure in Dechang County, and evaluates its ability of sustainable development and coordination degree. The results show that the sustainable ability of ecological agriculture in Dechang County is gradually increasing,where the economic system and social system are the main driving force. So far in2013, the three systems of economic, social and resource environment begin into enter into the coordination stage. At the same time, there are many problems in the sustainable development of agriculture in Dechang County, such as the shortage of bearing capacity of land resources, too many risks of natural disasters, too simple of the agricultural industry modes, and low agricultural commodity rate.Secondly, according to the theory of sustainable development, ecological adaptability and other agriculture industrial structure optimization theory, this study develops the multi-objective optimization model of the industrial structure of agriculture of Dechang County aiming to maximize the total output, grain yield,ecological benefit and water production efficiency, where the area of cultivated land,amount of agricultural water resources, and the social demand are used as constraints.The model is solved using Genetic algorithm. The results show that in Dechang County the proportion of planting structure is not coordinated enough, economic benefits is low; the planting area of high water consumption crops is large, the water production efficiency is low; and the development of the aquaculture industry is slow.Through optimizing the industrial structure, the seven goals of total output of agriculture, total revenue, grain yield, and so on, were increased by 10.73%, 7.87%,17.94%, 36.90%, 30.28%, 6.13%, 24.52%, respectively. Combining with the related research and achievements, this study proposes that under the premise of stable food production, Dechang County should expand planting proportion of characteristic crop,vigorously develop the scale and standardized livestock and poultry breeding,optimize the planting structure, improve the level of utilization of forestry resources,protect and rationally explore the fishery resources, such as tidal flat, water, etc.,develop the reservoir and the rice, adjust the breeding mode, accelerate the replacement of varieties.Finally, according to the current situation of Dechang County, this study proposes some optimization measures that this county should develop the characteristic agriculture, construct the efficient planting mode of ecological agricultural, and establish the agriculture demonstration garden. At the same time, it should protect the cultivated land resources, increase the investment in science and technology, construct new rural financial service system, improve the rural financialservice level, innovate the management mechanism, and increase the utilization of the land, which could serve as the security measures to realize the optimization of industrial structure, and promote the upgrade of the structure of agriculture industrial in Dechang County.
