Through the data about GDP and employment population in 20 years, we can see there had 18973 thousand people work for their life and the number of GDP is 106.27 billion, as well as in 2008, these numbers are 21982 thousand and 1346.16 billion,it has grow 15.86 percent and 1166.74 percent compared to 18 years ago. Superficially, there has some relationship between labor force and economic growing. Therefore, the flowing of labor force has more and more influence to economy under the data statistics. Research for the flowing of labor force and social economy, is not only efficient to social resources, but also supply the theory for the government. As the one of the most important elements, labor force is the carrier of the economic moves. Therefore, research this topic is essential to our country.The northeast area is the important to our economic development, since 1949, this area is called as "industrial cradle". one third projects in "Yiwu" policy were built in northeast, especially heavy industry, it contributed to the development of economy. Liaoning Province lies nearby the coast and represents of the Northeast old Industrial base, it led our country's industry, what's more, because Liaoning province, out country had a independent and complete industrial system in a short time. From early days of liberation to the 1990s, the speed of Liaoning Province's economy is so fast that lies in the first three both speed and scale of development. However, to begin with the 1990s, the policy of laid-off had slow down the speed of development, as we know, the majority of economy depends on the heavy industry. In 2003, the central made implementation in northeast of strategic decision, it is the new development opportunity to northeast area. After 6 years of development, some factors of restricting northeast area has been dissolved. However, the achievements remains to be consolidated, northeast old industrial base of system has some problems, such as further resolved, to speed up the economic development of huge potential needs further elaboration. In September 9th,2009, The state council issued a "on further implementation of northeast China and other old industrial bases in northeast strategy certain opinions",The northeast old industrial base renewed attention, in our country puts forward again revitalization of northeast old industrial base of policy, Northeast area especially Liaoning province must pay special attention to this opportunity. The authors argue that the degree of labor force flowing influence of economic development is very important to Liaoning province. Therefore, Firstly, this article makes the analysis to Liaoning Province labor force flowing present situation; secondly, use the regression equation carries on the empirical analysis based on Liaoning Province correlation data. Research labor force flowing to Liaoning Province's development influence, and explained the reason of taking the labor force the flowing serious. At last, realizes the labor force to dispose reasonably, so that support the development of Northeast area in the future.
