Every domestic province strikes to catch opportunities and vies for competitive development, when our country continues to carry on the reform and innovation of eastern area, and implement the development of Western and revitalize the industrial base of Northeast. During this competition, only creating the excellent regional economic development environment and constantly extending open, can they fully utilize international and domestic resources and markets, push on the structure reform, and accelerate the regional economic development. So they must devote to improving the development environment and gain the initiative in the reform tide. It is obvious that the effort of development environment of regional economy on Regional economic development is very striking. The excellent regional economic development environment may promote the regional economic development, but few people researched on it deeply and systematically.-Most books, theses and periodicals consider the relation of them as the prerequisite. So it is meaningful to research on it in theory and reality. Shandong is one of the largest economy, population and resources provinces of our country, which is called "the fourth polar" of China economic growth. Setting Shandong as the object of the research has important reference meaning and value to other provinces and cities.The research method of this dissertation is the combination of empirical research and criterion research. The style of research is explanation research. The method of data collection is mainly literature method, complementing with the interview method to collects the resources of literature and data. The method of data analysis is concrete quantitative method, such as relevant analysis, regression analysis and Granger causal analysis.Except for introduction, the first part of the dissertation states the current situation ofdomestic and international relevant research on regional economic developmentenvironment and regional economic development, and comments it objectively. From thesystems theory, the second part constructs the theory frame of their relation and structuresthe quantitative indexes system of regional economic development environment and regional economic development on the basis of achievements of forefathers. Considering Shandong as the research object, the third part uses the standardization method of the data, entropy value method and linear weighting method to quantize the indexes of regional economic development environment and regional economic development. Then the dissertation goes on the describe analysis, relevant analysis, regression analysis and Granger causal analysis of Shandong economic development environment and economic development. At last we draw to conclusion: development environment of regional economy is composed of natural resource environment, natural environment, population environment, environment of science and technology, infrastructure environment and economic system environment; Regional economic development consists of regional economic increase, optimization of regional economic structure and advance of regional economic quality. There are remarkable positive correlation relations between regional economic development environment and regional economic development; regional economic development environment is the Granger causality of regional economic development, conversely, it is not. The science and technology environment and economic system environment play a key role in promoting the regional economic development; and the optimization of economic structure contributes to the improvement of the regional economic development environment. At last, thesis constructs the theory of cost of element flow to explain function system of their relationships. It is that every administrative levels element of regional economic development environment has different fluidness, so the cost that region overcomes the obstruction and mades element freely flow is defferent, the smaller cost of element flow is, the stronger the flunction that it improve regional economic development; the progress of regional economic development environment may reduce the cost of edement flow and improve regional economic development.In the ending of the dissertation, it points out the limitation and direction of the research.
