With the role of traditional tariff and non-tariff barriers reduced, sanitary and phytosanitary measures with scientific foundation has became the only legitimate non-tariff measures, aslo became a means of trade restrictions, used by developed countries frequently.In recent years, the increasing SPS notifications, which causing frequent trade friction, are causing the attention of developing countries.China is no exception, every year suffers huge losses due to SPS measures and other technical trade measures.After a theoretical introduction of SPS measures effects,this article makes a analysis of the relationships between export and SPS measures with two indicators respectively,those are export quantity and competitiveness.From the export quantity,this article analyze the SPS measures effects on the China's pork quantities,with the collected pork export quantity data during 1979 and 2007.The empirical tests shows that,in the short term,because of the implementation of SPS measures,china's pork export quantity shows an overall downward trend,that means,SPS measures can make a sharp negative effect on expot quantity.From the view of competitiveness,we can find that SPS measures still led to decline in short term,but in the long run,after a period of adaptation,SPS measures will improve the export competitiveness of pork trade.in the end ,we put forth some reasonable suggestions about improving pork quality .
