Based on the existing competency theory and competency modeling related research, this paper generalized the initial competency factors of mid-level managers by analyzing the related competency research literatures. Then researchers picked out the redundancy factors, the unintelligible factors, the particular factors and non-related factors from the initial items list in order to simplifying competency factors the through multi-step screening methods. Through these steps, researchers concluded the final competency factors list of mid-level managers. Upon the completion of the competency factors list, researchers made a multi-step survey on the mid-level managers in the insurance industry about the correlation and similarity of these items in the competency factors list. on the basis of statistical analysis of survey data, this paper used the multidimensional scaling analysis (PROXSCAL) from the horizontal direction constructing the base dimension structures of the competency level model. Based on these structural dimensions, researchers then dug in the internal items level structure of these dimensions by running Friedman test from the vertical direction. Based on the comprehensive direction of horizontal and vertical structural modeling results, ultimately, this paper built a middle level manager competency model.
