China is now entering a crucial period of building a moderately prosperous society in all respects, the primary task of which lies in rural areas. Accelerating rural human resource development is conducive to rural economic development and the accomplishment of constructing a well-off society. Based on human resource theories like human capital theory, population theory, surplus labor transfer theory, incentive theory etc, this paper studies rural human resource development of Baili Azalea Scenic Spot, Guizhou Province. And by reviewing domestic and foreign research on this subject, the paper also puts forward some countermeasures and suggestions mainly by means of questionnaire investigation, document study and econometric methods.This study include:firstly, status quo of rural human resource, status quo of rural human resource development in Baili Azalea Scenic Spot; secondly, impact of current situations on local rural economic and social development; thirdly, constraints of rural human resource development in Baili Azalea Scenic Spot; fourthly, successful foreign precedents in rural human resource development; and finally, countermeasures of developing rural human resource in Baili Azalea Scenic Spot based on this study.Following conclusions have been drawn from this study:Firstly, Baili Azalea Scenic Spot enjoys relatively abundant rural human resource, which is either an absolute surplus or a relative surplus. Nevertheless, locals are mostly in poor fitness and backward in thinking due to low calibers in education, science and technology. The age structure is more reasonable than employment structure in that the proportion of male is slightly higher than female. Most of them are young, illiterate or functionally illiterate with elementary schooling.Secondly, rural human resource of Baili Azalea Scenic Spot has not been effectively exploited mainly due to fund shortage in local primary and secondary education, poor teaching quality, unreasonable course arrangement, insufficient investment in agricultural technology, backward rural medicare cause, farmers'weak sense of self-development and so on.Thirdly, the status quo of rual human resource in Baili Azalea Scenic Spot exerts negative impacts on local rural economic and social development. It makes it tougher to adjust local industrial structure and promote agricultural production. To a certain extent, it has impeded the transfer of rural surplus labor. Modified Mincer earnings function is applied to draw a conclusion that the income of rural migrant workers is significantly related to their length of education, job security and work place.Fourthly, development of local rural human resource in Baili Azalea Scenic Spot is restricted by harsh natural conditions, backward economic development and institutional factors (including the household registration system, education system, social security systems etc.) and social and cultural factors.Fifthly, after consulting lots of references, such successful foreign precedents are borrowed to facilitate the development of rural human resource in Baili Azalea Scenic Spot as government legislation and scientific planning; financial assistance to attract a wide range of social investment; concentration on skill training to boost production,; combination of agriculture, industry and commerce as well as the integration of agriculture with science and technology.
