Research On The Bidding Standardization Management Of Zi-bei Oil Field

With the steady development of China’s social and economy， the demand of crude isincreasing year by year。 In this situation， Zi-bei oil field try to expand their productionscale， thus large-scale， integrated engineering projects continue to increase。 the largestnumber of project is the construction project。 At present， the oil field construction projectmainly take the way of bidding to determine who will win the bidding。 Through theinvestigation， We found that the non-standard management greatly constraint theeconomically viable。 Therefore， how to realize the standardized construction managementhas become the imminent。The object of the research is the bidding management of the staff dormitory buildingproject， We elaborated the bidding management theory in detail， we absorb some successfulmanagement experience of the construction bidding project which are from The United States，English， Hong Kong and other developed countries。 We analyses the problems exist inZi-Bei oil field’ construction project from the perspective of the unit if invite public bidding，bidding units and the relevant government departments。 Then we draw four proposals tostandardize the bidding management process of Zi-Bei construction project。 Including，Strengthening the system construction， regulating the bidding process； strengthening theaudit supervision， creating the sunshine project； Standardizing the behavior of biddingenterprises， establishing the credit records； transforming the government functions，strengthening the supervision。 Finally， we take the staff dormitory building project as anexmaple， introduce the whole process of staff dormitory building project bidding。...
