Research Of Owners’ Management Mode Of Refining Project Of Yanchang Petroleum EPC

EPC is mature project management and widely used abroad, which has the mainstream model at abroad. In recent years, many profession, like metallurgical, petrochemical, power, railways, roads, building, were applied and achieved significant results in domesdic. Compared with foreign EPC, domesdic EPC has a wide disparity in both aspects of quantitative and qualitative, with inadequate laws and regulation, immature EPC management and specification, poor abilities about the contractor.In this paper, the status of domesdic and foreign EPC and the theory of modern project management were researched, the status management model of Yang zhuanghe EPC of Yanchang Petroleum was summaried and analysied, Such as management and system were not perfect, purchasing has a larger impact on the project, design and review document needs to be improved, the role of supervision was not played well, foreign on-site technical service personnel management to be improved, the lack of incentivies and other problems.Combined with the management experience of domesdic and foreign EPC, and applied the theory of modern project management, this paper rebulid a new project management of Yanchang Petroleum EPC:defineing the goal of management, chearing the operation model of management, establishing the relevent organization and system assurance. Also, this paper indicated that formate a good project management team, manage project team, acquire the support from high-level, play attention on project contract signment and affair about the final phase, do a good job of HSE management, strengthen good government and so on.This article has a better learning and reference with other domesdic enrterprises EPC in the petrochemical project.
