A Research About The Bidding Management Of Yanchang Oilfield’ Gathering And Transportation Project

With the steady development of China’s social and economy, the demand of crude isincreasing year by year. In this situation, in order to respond to the call of the country themajor domestic oil fields try to expand their production capacity to increase their productivity.They begin to undertake large-scale oilfield constructions, thus large-scale, integratedengineering projects continue to increase. In all these projects the oilfield gathering andtransportation projects are the most common ones. And the implementation of the projectsmainly uses the way of bidding, but there are irregularities in the process of the biddingmanagement. These phenomena greatly constraint the enterprises′development and lower itsproductivity. Therefore, studying how to regulate oil gathering and transferring engineeringproject bidding management not only has practical significance for the oilfield enterprise owndevelopment, but also has profound significance to the national oil security.This paper based on the extension of oilfield gathering and transferring engineeringproject bidding management.From elaborated the detail of the basis of relevant biddingmanagement theories,take a production plant in extended oilfield gathering project as anexample,the incomplete information game theory was used to set up a bidding game model,and analysis the main problems existing in the process of project bidding management, on thebasis of successful experience of the United States, Japan and other developed countriesconstruction project bidding management, then put forward six suggestions for thespecification to extend the oil gathering and transferring engineering project biddingmanagement. And hope we can offer some useful suggestions to both YanChang oilfield andother domestic oilfields.
