Oil and natural gas stored in the complex structure of the stratum gaps among the elusive "black box" where are scarce and non-renewable. Oil and gas field development project being natural, geographical, environmental, technological and other factors and constraints, general project harsh environment, technology and process complex, high input costs, long construction period, is set to organization and management, economics, technology in one of the high input and high-risk projects. Project risk management is to ensure proper implementation of the project must be carried out in an integrated management activities to ensure the safety of the project, the project is expected to achieve the objectives and benefits play an important significance. Oil and gas field development in the project implementation process, we must do a comprehensive system of project risk management.In this paper, a comprehensive understanding abroad on oil and gas development project risk management research status and project risk management theory, master oil and gas field development project risk management approach, based on the oil and gas field development project risk types were analyzed to determine and apply FHW (fuzzy, gray, matter-element space) method Changqing gas field development project risk shenmu evaluation studies to determine the risk evaluation, risk assessment model to build a detailed calculation of the degree of importance of each risk indicators, obtained Changqing gas field development project in Shenmu natural risks (natural environmental risks, the original reservoir oil and gas risks, geological risk, environmental risk), political risk (currency, foreign policy risks, environmental policy risk), technical risks (engineering and technical risks, develop technical risk, surface construction technology risk) and organizational risk (HR risks, contractual risks, risk convergence, coordination risk) and so on six aspects of risk factor evaluation in13low score, there are some potential risks. Meanwhile, based on the Changqing gas field development project risk shenmu evaluation findings, combined with the actual development of the project, targeted reducing or avoiding various proposed measures to deal with potential risks. Aims to Changqing gas field development project shenmu efficient operation, effectively reducing or avoiding potential risks play a very good role in guiding the establishment of reasonable standard gas field development project risk management system to enhance the gas field development project to provide the overall level of operational risk management ideas.
