| As an indispensable part of infrastructure construction of the city,the sewage plant provides service for thousands of families and at the same time undertakes important duty and mission of environmental protection and maintaining operation and maintenance safety of the city.Because the construction of sewage plant has basic characteristics of large scale,complex craft,large investment,high requirement of engineer quality,large social impact etc.,it implies large constructive and operational risks.In front of various risks,it is better to conduct advance prevention of possible serious outcomes like the project could not timely enter production and running etc.,and further generate a series of irreparable bad effects.The X sewage plant construction project led by Company A,if risk management is not carried out,will inevitably affect the smooth completion and commissioning of the project due to more hidden risks,which will result in a series of adverse effects.Therefore,it is very necessary to take X sewage plant as study object and conduct case research of project risk management.This study tries to completely represent the basic process of sewage plant construction project risk identification and risk evaluation,and gives targeted and systematic risk control scheme,strengthens risk management work of the construction project for other enterprises’ reference of risk management.Based on literature review,this study adopts pass through risk management thinking of“risk identification-risk evaluation-risk control”,conducts overall analysis on current risk management work of X sewage plant construction project and proposes corresponding project risk control scheme.Firstly,the established risk identification expert team uses Delphi method to identify the twelve risks of policy and legal risk,decision making risk,ecological environmental risk,investment and financing risk,technical risk,construction protection risk,completion acceptance risk and trial operation risk at the three stages of project former stage decision making,design and construction as well as completion and trial operation,as well as58 specific risks that may lead to occurrence of various risks.Secondly,in the risk assessment stage,the TOPSIS method is respectively used.It used the TOPSIS method to form a risk evaluation ranking table,and nine risks are identified as high risk factors,including investment and financing risks,technical capability risks,progress allocation risks,pollution policy risks,and schedule mobilization risks and other high-risk factors.It is determined that investment and financing risks and construction progress risks are assessed as high-risk categories,and construction technology risks and construction fund allocation risks are assessed as mediumhigh risk categories.Finally,based on the results of the risk assessment,four targeted risk management and control schemes are proposed,and a risk monitoring scheme and a risk management and control guarantee scheme are further formed.This research constructs the overall process of risk management of risk identification,risk evaluation and risk control of the sewage plant construction project and has certain scientificity,the proposed risk management optimum scheme is also very targeted.As classic case of risk management of sewage plant construction project,this study enriches the risk management flow of sewage plant construction project,provides risk management experience of sewage plant construction project,confirms reasonable risk management mode of sewage plant construction project and could be provided to other sewage plants for reference in construction risk management. |
