Environmental protection is a major event involving people’s livelihood. The energy saving andemission reduction is the basic national policy for maintaining sustainable development.To begin with, this paper illustrates the necessity and urgency of desulphurization for thermalpower plants from the point that SO2pollution is increasingly serious in the atmosphere in China. Dueto the particularity of desulfurization and the outstanding risks in the process of desulfurization, itbrings great loss to the stakeholders and poses a serious threat to the realization of national emissionreduction targets. Currently, there are many approaches to project risk management of domestic andinternational risk management theories and practices. However, most of them are somewhat theoretical,or too complex, with little application and poor results of project risk management control. Thus, theeffect of project risk management should be improved further. Furthermore, there are just a fewresearches on risk management of desulphurization project, even fewer researches on its risk analysisand solution. Therefore it is necessary and important to study the risk management evaluation andcontrol of desulphurization project. This paper adopts literature research, online research, corporateresearch and other data collection methods, with standardized analysis, empirical research, qualitativeanalysis and quantitative calculation, to explore a practical and operable approach to risk analysis andevaluation of desulfurization project.Then, this paper defines the relevant concepts about desulfurization project and introduces therelevant knowledge about desulfurization. Through analyzing and comparing various approaches to riskidentification and evaluation of desulfurization project at home and abroad, this paper selects the Delphimethod, WBS-RBS method and AHP method from the practical and operational point of view andgives a detailed elaboration of these methods.Furthermore, with examples of risk management of desulfurization project at Huaneng FuzhouPower Plant, this paper uses the Delphi method, WBS-RBS method and AHP method to explain the riskidentification and evaluation of the proposed project and verify the practicality and feasibility of thethree methods. Aiming at the various risk factors, it also puts forward detailed and effective measuresfor the proposed desulfurization project.Finally, this paper points out the limitations of the Delphi method, WBS-RBS method and AHPmethod and the problems of their application, and introduces the further research prospects for thedynamic risk management of desulfurization project.
