At present, sulfur dioxide emissions in China ranks first in the world, SO2is a colorless gas with a strong pungent odor, in addition to cause harm to human life; SO2also may cause tremendous damage and pollution on plants and the environment, causing huge losses to the national economy. Coal is a major source of sulfur dioxide emissions in China, according to the related statistics show:90%of sulfur dioxide emissions in China are from coal. As China’s rapid economic development, the great demand for electricity consumption causes coal increasing in coal-fired power plants. a massive SO2emissions of Power plant pollution has caused the attention of government departments, and the desulphurization project has already been made into the national "Twelfth Five Year" development program. At present, many power plants are planning or in the construction of flue gas desulphurization project, to improve the economic benefit of the enterprise. As the flue gas desulphurization project belongs to the typical national policy guidance for industry, it has characteristics of huge project investment and high operation cost late, therefore, to strengthen the cost management of desulphurization project, reduce the project cost reasonably, obtain the maximum economic benefit, social benefit and environmental benefit, is important to improve the competitiveness of enterprises, and of great significance to keep the sustainable development of enterprises.China electric power HZ plant is affiliated to China electric power Corporation, which is located in the west of Shandong Province, is a developing large thermal power enterprise, with the total installed capacity of1550000kilowatts at present. In this context, based on the related theories of project management, the author makes research and analysis of HZ power plant flue gas desulphurization project cost management from the aspects of preparatory stage, construction stage, completion of several phases and the operational phase. The study found that in HZ power plant flue gas desulphurization project preparatory stage deviation exists, cost control consciousness is weak, and the cost management system is not perfect. The construction phase has not pay attention to the design, lack of construction quality control plan, and has the waste phenomenon brought by the lack of strict material management. Main problems of completion stage are as follows:cost management including cost accounting is not clear; the completion data management is not standard there. Energy waste and personnel arrangement and management problems appear in operation stage, and then the author put forward the optimization scheme of the HZ power plant flue gas desulphurization project cost management based on these problems. At the same time, in order to make the optimization scheme can be implemented smoothly, achieve cost management optimization purposes, this study put forward related guarantee measures of cost management optimization of HZ power plant flue gas desulphurization project from aspects of organization security, personnel security, financial security, information security and cultural security.Take the practice of cost management in HZ electric power plant desulphurization project as the research object, research conclusions can not only have great role in promoting the HZ power plant flue gas desulphurization project cost management, but also provide some suggestions for the implementation of desulphurization project cost management of other power plants in China, and is beneficial to improve the economic benefit of power plant flue gas desulphurization project.
