Research On The Polycentric Co-operative Mode Of Enviromental Regulation And Its Causes Of Poor Operation In Initial Practical Phase

The complexity and destructiveness of global environmental pollution have been inescalating since1990s and there is a new basic situation in China, including seriousenvironmental polution issues, limited resources and relatively insufficientenvironmental capacity,which shows the "market failure" and "government failure" inthe field of ecological environmental protection have not been worked out effectivelyjust by the monopolistic government mode of traditional environmental regulation viaadministrative,legal and economic means without considering the autonomy power ofother environmental stakeholders in trying for environmental protection. At the sametime,under the influence of "the third road "theory,"multi-center" theory and gametheory,people began to study the polycentric co-operative mode of environmentalregulation in theory and practice in order to stimulate the spontaneous awareness ofenvironmental protection of environmental stakeholders such as enterprises,the publicand environmental groups in terms of their equal environmental responsibility to seekcooperation with government actively and make up for the deficiency of themonopolistic government mode of traditional environmental regulation,as well asimprove the quality and efficiency of environmental regulation,realizing themaximization of social benefits and diversification.Therefore, it is extremely important to research on the polycentric co-operative modeof booming environmental regulation and analyze its causes of poor operation in initialpractical phase,which will provide practical guidance for Chinese urban living garbageclassification in next recycling phase,the expansion of green transportation and ect.Froma long-term point of view,there is still far-reaching significance for carrying out thescientific outlook on development,the transformation of economic development patternand promoting the construction of ecological civilization. Just under such abackground,this paper studied the polycentric co-operative mode of environmentalregulation and its causes of poor operation,using methods of literature survey,caseanalysis and comparation. Firstly,the author introduced the research background,basispolicies,significance and methods,as well as innovation and inadequate of thepolycentric co-operative mode of environmental regulation. Addtionnally,summarizedthe related research literature both at home and abroad comprehensively.Secondly,this article started from concept definition about the polycentricco-operative mode of environmental regulation and carried on its detailed elaboration. Then,found out the policy basises for polycentric co-operative mode applying inenvironmental regulation and discussed the real demand for the polycentric co-operativemode of environmental regulation,further pointing out its operative significance inChina. And cooperating with specific and vivid case to describe its running status ininitial practical phase.Thirdly,analyze the deep-seated reasons for the model’s poor performance which hasbeen pointed out in above chapters and sections systematically and comprehensively.From the perspective of economic interests,build the tripartite game model ofgovernment,enterprises and the public who play important roles in environmentalprotection using game theory so as to studying interest factors hindering the cooperativerelationship.From the point of system construction,this paper analyzes the negativeeffect of "fragmentation" management system and unsound legal system on polycentriccooperation.From the perspective of social culture,it analyzes that the weekenvironmental consciousness of different body will impede the polycentric co-operativemode of environmental regulation.Finally,find out the keys to these questions which make the polycentric co-operativemode of environmental regulation perform poorly.These keys include that broaden thebenefit foundation of environmental regulation to realize multi-party game equilibriumthrough government fiscal and taxation system reform,perfecting environmentalprotection market mechanism and the reduction of participating cost for the public; Atthe same time,promote the super-ministries reform and legal system for perfecting thesystem construction; Also,prompte the government to change for good governance,andfocus on cultivating enterprise citizen consciousness and public spirit further so thatpromote environmental culture construction,strengthening the cooperation agreement.
