High pollution transportation and high relevance among cities are the main features of the current air pollution.How to effectively improve the regional air pollution and relieve the harms to public health from the pollution is the difficulty of current air pollution control.With consideration of these points,this dissertation studies the effects of the trans-cities transportation,the significant influencing factors,the scope and priorities of joint control,and multi-objective optimization of joint control from the perspective of regional joint actions.Main innovative points are listed as follows.?1?Establish a model to estimate the effects of trans-cities transportation of the regional air pollution for the joint controlConsidering the high relevance of the trans-cities air pollution,taking in the research result of air pollution transport with numerical simulation method,this dissertation makes a deep analysis in the effects to regional trans-cities air pollution transportation from factors like the trans-cities distance,concentration difference of trans-cities pollution,the leeward frequency of the origin pollution city,and the altitude differences between the transmission terminal city and other cities.Based on it,relevance analysis and matrix operation are used to establish the effect estimation model of the trans-cities air pollution transportation,and case studies are carried out in the Beijing-Tianjing-Hebei?BTH?area.Results show that the ratio that the PM2.5concentrations in cities of BTH are affected by the trans-cities air pollution transportation lies in the range between 15%and 45%.?2?Establish a model to discriminate the significant influencing factors of air quality with consideration of the trans-cities pollution transportationBased on the current panel data model of the influencing factors of air quality,the effects of trans-cities pollution transportation is integrated into the air quality regression analysis model,and the panel data model is used to establish an air pollution significant influencing factors discrimination model with the joint effects of trans-cities pollution transportation,local pollution source and wind power.Case studies are carried out in the BTH area.Results show that significant influencing factors of PM2.5 in a city are trans-cities pollution transportation,civilian car ownership,coal power generation,industrial SO2 emission,industrial fumes and dust emission,and wind power bigger than Grade 3.If the six variables change 1 unit for each one separately,the PM2.5 in cities of BTJ region will averagely change0.29ug/m3,13.30ug/m3,9.52ug/m3,0.88ug/m3,1.06ug/m3 and-11.61ug/m3respectively.But the building construction dust has no significant influence to the PM2.5 pollution.?3?Develop a method to define the regional joint scope and control priorities in the air pollution transportation channel with consideration of the wind frequencyTaking into account of the high regional trans-cities pollution transportation features and high relevance in the air pollution transmission channel,the annual frequency of wind direction from other cities to the region,as important index,is combined with other index to establish an evaluation index system to define the control priorities of the joint sub-region.A method is developed to find a joint scope and priorities according to the realistic regional features of the air pollution transportation channel,by using correlation analysis,regression analysis,cluster analysis and TOPSIS evaluation.Case studies are carried out in“2+26”cities in the air pollution channel of BTH.Results show that the air pollution transportation channel of BTH can be divided into 5 first level joint control sub-regions and 4second level ones.?4?Establish a bi-objective optimization model of the joint control of regional air pollutionThe health damage from the long-term air pollution exposure and the acute death from the air pollution exposure make up the comprehensive health damage from air pollution.Regression analysis and multi-objective nonlinear optimization are used to establish a bi-objective optimization model of the regional air pollution joint control with the maximization of reducing the comprehensive health damage and the minimization of the pollution elimination cost.Case studies are carried out in the BTH area.Results show that the joint control pattern in BTH area saves 3.93%of the air pollution cost compared with that in apanage control pattern,and the comprehensive health damage is reduced by 165.74%.It effectively encourages cities in the region to joint control the air pollution.
