Difficulties in defining the environmental resources’s property and the community characteristics lead to the failure of traditional environmental governance theory when it apply to practice.Western countries discovered a new mechanism to solve environmental problem,this new mechanism emphasis the effect that community contributes to environmental governance and it shows efficiency,stability and consistency when impression on environmental governance practice.Nevertheless, the traditional environmental governance theory is still the main guiding ideology of China, this dissertation strive to introduce the new mechanism of environmental governance into Chinese environmental practice based on the theory background of environmental governance.The dissertation divided into three parts. The first part explain the theoretical basis of community based environmental mechanism, analyze the reasons lead the traditional environmental governance subject to fail and depict the new mechanician is inevitable to sprout. The second part of this dissertation mainly demonstrate the current situation in the field of environmental governance in Nanning City in China. The strength and weakness of building the new environmental mechanism of Nanning city has explicit displayed through case analysis. The last part of this dissertation, A comparison analysis based on this mechanism between China and foreign countries is given and the differences of the two are mainly at institutional level, participation level and resource allocation level. The corresponding countermeasures are put forward to eliminate the differences causing the management problems in domestic practice based on community based environmental governance mechanism.
